Neither party is "innocent"/good in this sadly. Firstly, she should not have made a comment about shooting a kid/up a school when she's a teacher, IN a school (I actually saw the body-cam of this not too long ago). Had anyone who'd seen her type that, or the recipients notified police, the same thing would have happened. That's actually illegal, to make terroristic threats (the article can try to make the joke angle, but it's deeply flawed one in context).

Now, Snapchat does tell you what they do (albeit circumspectly): https://tosdr.org/en/service/311 and the same would sadly apply to a lot of social media. Not to mention that since 9/11, surveillance laws are still in effect. It's an overreach and violates privacy for sure.
